3     Amendment (with title amendment)
4     Between line(s) 128 and 129 insert:
5     Section 3.  (1)  Subject to funds provided in the General
6Appropriations Act, the High Growth District Capital Outlay
7Assistance Grant Program is hereby established. Funds provided
8pursuant to this section may only be used to construct new
9student stations.
10     (2)  In order for a school district to qualify for a grant,
11the following criteria must be met:
12     (a)  The district must have levied the full 2 mills of
13nonvoted discretionary capital outlay millage authorized in s.
141011.71(2), Florida Statutes, for each of the past 4 fiscal
15years.
16     (b)  Fifty percent of the revenue derived from the 2-mill
17nonvoted discretionary capital outlay millage for the past 4
18fiscal years, when divided by the district's growth in capital
19outlay FTE students over this period, produces a value that is
20less than the average cost per student station calculated
21pursuant to s. 1013.72(2), Florida Statutes, and weighted by
22statewide growth in capital outlay FTE students in elementary,
23middle, and high schools for the past 4 fiscal years.
24     (c)  The district must have equaled or exceeded twice the
25statewide average of growth in capital outlay FTE students over
26this same 4-year period.
27     (d)  The Commissioner of Education must have released all
28funds allocated to the district from the Classrooms First
29Program authorized in s. 1013.68, Florida Statutes, and these
30funds were fully expended by the district.
31     (e)  The total capital outlay FTE students of the district
32is greater than 15,000 students.
33     (3)  The funds provided in the General Appropriations Act
34shall be allocated pursuant to the following methodology:
35     (a)  For each eligible district, the Department of
36Education shall calculate the value of 50 percent of the revenue
37derived from the 2-mill nonvoted discretionary capital outlay
38millage for the past 4 fiscal years divided by the increase in
39capital outlay FTE students for the same period.
40     (b)  The Department of Education shall determine, for each
41eligible district, the amount that must be added to the value
42calculated pursuant to paragraph (a) to produce the weighted
43average value per student station calculated pursuant to
44paragraph (2)(b).
45     (c)  The value calculated for each eligible district
46pursuant to paragraph (b) shall be multiplied by the average
47increase in capital outlay FTE students for the past 4 fiscal
48years to determine the maximum amount of a grant that may be
49awarded to a district pursuant to this section.
50     (d)  In the event the funds provided in the General
51Appropriations Act are insufficient to fully fund the maximum
52grants calculated pursuant to paragraph (c), the Department of
53Education shall allocate the funds based on each district's
54prorated share of the total maximum award amount calculated for
55all eligible districts.
