1 A bill to be entitled
2          An act relating to specialty license plates; amending ss.
3    320.08056 and 320.08058, F.S.; creating the Sportsmen's
4    National Land Trust license plate; providing for the
5    distribution of annual use fees received from the sale of
6    such plates; providing an effective date.

8          Be It Enacted by the Legislature of the State of Florida:
9         
10          Section 1. Paragraph (ss) is added to subsection (4) of
11    section 320.08056, Florida Statutes, to read:
12          320.08056 Specialty license plates.--
13          (4) The following license plate annual use fees shall be
14    collected for the appropriate specialty license plates:
15          (ss) Sportsmen's National Land Trust license plate, $25.
16          Section 2. Subsection (45) is added to section 320.08058,
17    Florida Statutes, to read:
18          320.08058 Specialty license plates.--
19          (45) SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.--
20          (a) The department shall develop a Sportsmen's National
21    Land Trust license plate as provided in this section.
22    Sportsmen's National Land Trust license plates must bear the
23    colors and design approved by the department. The word "Florida"
24    must appear at the top of the plate, and the words "Sportsmen's
25    National Land Trust" must appear at the bottom of the plate.
26          (b) The proceeds of the annual use fee shall be
27    distributed to Sportsmen's National Land Trust to fund programs
28    and projects to preserve open space and wildlife habitat,
29    promote conservation, improve wildlife habitat, and establish
30    open space for the perpetual use of the public.
31          (c) Sportsmen's National Land Trust may retain all
32    revenues from the sale of said plate until all startup costs for
33    developing and establishing the plate have been recovered.
34    Thereafter, up to 25 percent of the funds received by
35    Sportsmen's National Land Trust may be expended for promotion,
36    marketing, and administrative costs directly associated with the
37    operations of Sportsmen's National Land Trust. Sportsmen's
38    National Land Trust may expend all remaining funds for programs
39    according to paragraph (b).
40          Section 3. This act shall take effect July 1, 2004.
