1 A bill to be entitled
2 An act relating to traffic control; amending s.
3 316.1945, F.S.; prohibits stopping a vehicle in
4 a school safety zone during school hours,
5 except in a designated loading or unloading
6 area; permitting parking in school safety
7 zones; providing a definition of school hours;
8 providing a definition of school safety zone;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Paragraph (d) is added to subsection (1) of
14 section 316.1945, Florida Statutes, to read:
15 316.1945 Stopping, standing, or parking prohibited in
16 specified places.--
17 (1) Except when necessary to avoid conflict with other
18 traffic, or in compliance with law or the directions of a
19 police officer or official traffic control device, no person
20 shall:
21 (d) Stop a vehicle to load or unload any passenger in
22 a school safety zone during school hours, except in a
23 designated loading or unloading area. Parking is not
24 prohibited by this paragraph. For purposes of this paragraph,
25 the term "school hours" means all times during which the
26 school is open and is staffed by instructional personnel,
27 administrative personnel, or educational support employees,
28 and the term "school safety zone" means in, on, or within 500
29 feet of any real property owned by or leased to any public or
30 private elementary school and used for elementary school
31 education.

1 Section 2. This act shall take effect July 1, 2004.

and provides that parking is not prohibited by the bill.

Changes the term "school zone" to "school safety zone" and
8 provides a definition of school safety zone.
9 Provides that the bill's requirements apply only during school
hours and provides a definition of school hours.

Provides that the bill's requirements apply only to elementary
11 schools.
