1	A bill to be entitled
2	An act relating to health insurance; prohibiting health
3	insurers from limiting health insurance coverage to
4	certain counties in the state; requiring health insurers
5	to make health insurance coverage available in each
6	county; prohibiting certain health insurers from selling
7	or offering for sale health insurance under certain
8	circumstances; requiring the Office of Insurance
9	Regulation of the Financial Services Commission to monitor
10	health insurers to determine and ensure compliance;
11	requiring the office to enforce compliance; providing an
12	effective date.

14	Be It Enacted by the Legislature of the State of Florida:

16	Section 1. (1) Notwithstanding any other provision of
17	law, an insurer which sells or offers for sale in this state
18	policies of health insurance shall not limit such insurance
19	coverage to eligible insureds in specific counties of this
20	state. Each such health insurer shall make such insurance
21	coverage available to eligible insureds in each county of this
22	state. Any health insurer which attempts to limit health
23	insurance coverage to eligible insureds in less than every
24	county in this state shall be prohibited from selling or
25	offering for sale health insurance in this state.
26	(2) The Office of Insurance Regulation of the Financial
27	Services Commission shall monitor each health insurer which
28	sells or offers for sale health insurance in this state to
29	determine and ensure compliance with the requirements of this
30	section. The office shall enforce the provisions of this section
31	if the office determines that a health insurer fails to comply
32	with the requirements of this section.
33	Section 2. This act shall take effect upon becoming a law.
