  1                      A bill to be entitled

  2         An act relating to comprehensive plans;

  3         amending s. 163.3187, F.S.; providing an

  4         exception to a limit on the frequency of

  5         adopting amendments to a comprehensive plan by

  6         rural communities; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Paragraph (m) is added to subsection (1) of

11  section 163.3187, Florida Statutes, to read:

12         163.3187  Amendment of adopted comprehensive plan.--

13         (1)  Amendments to comprehensive plans adopted pursuant

14  to this part may be made not more than two times during any

15  calendar year, except:

16         (m)  A comprehensive plan amendment submitted by a

17  rural community, as defined in s. 288.0656(2)(b), to site a

18  project that meets the community's economic development

19  objectives may be approved without regard to the statutory

20  limits on the frequency of adopting amendments to the

21  comprehensive plan.

22         Section 2.  This act shall take effect July 1, 2004.

26    Provides an exception to a limit on the frequency of
      adopting amendments to a comprehensive plan to allow for
27    certain amendments by rural communities.
