11  Senator Constantine moved the following amendment:

13         Senate Amendment 
14         On page 8, line 11, after the period,
15  
16  insert:  However, a local government may, at its option,
17  exercise exclusive jurisdiction over an amateur sanctioning
18  organization that sanctions only amateur boxing matches that
19  are less than 6 minutes in duration and operate exclusively
20  within the local government's geographical boundary. A local
21  government shall require the amateur sanctioning organization
22  to carry a reasonable amount of liability insurance. A local
23  government shall adopt health and safety standards for these
24  organizations by local law or ordinance which shall, at a
25  minimum, require that:
26         (a)  Licensed medical personnel be in attendance for
27  all matches;
28         (b)  Professional referees shall officiate the matches;
29         (c)  Contestants may not differ in weight by more than
30  10 pounds;
31         (d)  Individual rounds may not be longer than ninety

 2         (e)  Gloves must be used by contestants which are
 3  larger than those required by the health and safety standards
 4  of USA Boxing; and
 5         (f)  Contestants may not receive financial compensation
 6  for participation in the matches.
