11 Senator Constantine moved the following amendment:

14 On page 8, line 11, after the period,
15
16 insert: However, the governing body of a municipality or
17 county of at least 100,000 people may, at its option, exercise
18 exclusive jurisdiction over amateur boxing matches that are
19 less than 5 minutes in duration and operate exclusively within
20 the local government's geographical boundary. A local
21 government shall adopt health and safety standards for these
22 matches by local law or ordinance which shall, at a minimum,
23 require that:
24 (a) An emergency medical technician must be in
25 attendance for all matches;
26 (b) Licensed referees shall officiate the matches;
27 (c) Contestants may not differ in weight by more than
28 10 pounds;
29 (d) Individual rounds may not be longer than 90
30 seconds in length. Between each pair of rounds, there must be
31 a rest period of a length equal to or greater than the length

1 of the round;
2 (e) Gloves and head gear must be used by contestants
3 which meet the minimum required by the health and safety
4 standards of USA Boxing;
5 (f) Persons or entities conducting such matches
6 consider procuring medical and liability insurance;
7 (g) Contestants may not receive financial compensation
8 for participation in the matches; and
9 (h) Contestants must sign a statement affirming that
10 they have had a sufficient amount of exercise and are
11 physically capable of participating in the event.
