  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056 and 320.08058, F.S.; creating a

  4         Sportsmen's National Land Trust license plate;

  5         providing for the distribution of annual use

  6         fees received from the sales of such plates;

  7         providing an effective date;

  8  

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (ss) is added to subsection (4)

12  of section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (ss)  Sportsmen's National Land Trust license plates,

17  $25.

18         Section 2.  Subsection (45) is added to section

19  320.08058, Florida Statutes, to read:

20         320.08058  Specialty license plates.--

21         (45)  SPORTSMEN'S NATIONAL LAND TRUST LICENSE PLATES.--

22         (a)  The department shall develop a Sportsmen's

23  National Land Trust license plate as provided in this section.

24  The word "Florida" must appear at the top of the plate, and

25  the words "Sportsmen's National Land Trust" must appear at the

26  bottom of the plate.

27         (b)  The annual use fees shall be distributed to

28  Sportsmen's National Land Trust to fund programs and projects,

29  preserve open space and wildlife habitat, promote

30  conservation, improve wildlife habitat, and establish open

31  space for the perpetual use of the public.

 1         (c)  Sportsmen's National Land Trust may retain all

 2  revenues from the sale of the plate until all startup costs

 3  for developing and establishing the plate have been recovered.

 4  Up to 25 percent of the funds received by Sportsmen's National

 5  Land Trust may be expended for promotion, marketing, and

 6  administrative costs directly associated with operations of

 7  the Sportsmen's National Land Trust. Sportsmen's National Land

 8  Trust may expend all remaining funds for programs.

 9         Section 3.  This act shall take effect July 1, 2004.

13    Creates a Sportsmen's National Land Trust license plate
      and provides for the distribution of annual use fees to
14    the Sportmen's National Land Trust.
