11  Senator Bennett moved the following substitute for amendment
12  (570622):

14         Senate Amendment (with title amendment) 
15         On page 5 between lines 13 and 14,
16  
17  insert:  
18         Section 3.  (1)  The Department of Management Services,
19  on behalf of one or more executive branch agencies, may issue
20  a competitive solicitation under part I of chapter 287, for
21  the use of call center services by executive branch agencies.
22  Vendors responding to the solicitation must certify that all
23  call center services will be performed in this state. Vendors
24  that employ workers who are developmentally disabled and
25  economically disadvantaged shall receive preference in the
26  procurement.
27         (2)  Before the Department of Management Services
28  awards a contract under this section, the department or the
29  state agency must submit a budget amendment under chapter 216
30  to the Legislative Budget Commission to effect the
31  appropriations transfers required. The contract shall be

10  insert:
11         providing the Department of Management Services

16         economically disadvantaged shall receive
17         preference in the procurement process;
18         requiring the department or the state agency
19         seeking the contract to submit a budget
