11  Senator Cowin moved the following amendment:

13         Senate Amendment 
14         On page 1, lines 19-31, delete those lines
15  
16  and insert:  to acquire, possess and protect property; except
17  that the ownership, inheritance, disposition and possession of
18  real property by aliens ineligible for citizenship may be
19  regulated or prohibited by law. No person shall be deprived of
20  any right because of race, religion, national origin, or
21  physical disability.
22         BE IT FURTHER RESOLVED that the following statement be
23  placed on the ballot:
24                     CONSTITUTIONAL AMENDMENT
25                       ARTICLE I, SECTION 2
26         DECLARATION OF RIGHTS.--Proposing an amendment to the
27  State Constitution to delete provisions authorizing the
