11  Senator Cowin moved the following amendment:

13         Senate Amendment 
14         On page 1, line 19, through
15            page 2, line 3, delete those lines
16  
17  and insert:  to acquire, possess and protect property; except
18  that the ownership, inheritance, disposition and possession of
19  real property by terrorists or persons affiliated with
20  terrorism, as defined by general law, aliens ineligible for
21  citizenship may be regulated or prohibited by law. No person
22  shall be deprived of any right because of race, religion,
23  national origin, or physical disability.
24         BE IT FURTHER RESOLVED that the following statement be
25  placed on the ballot:
26                     CONSTITUTIONAL AMENDMENT
27                       ARTICLE I, SECTION 2
28         DECLARATION OF RIGHTS.--Proposing an amendment to the
29  State Constitution which will authorize the Legislature to
30  regulate or prohibit the ownership, inheritance, disposition,
31  and possession of real property by terrorists or persons
