1 A bill to be entitled
2 An act relating to military personnel on duty;
3 creating the Citizen Soldier Matching Grant
4 Program within the Agency for Workforce
5 Innovation; providing for matching grants to be
6 awarded to private sector employers that
7 provide wages to employees serving in the
8 United States Armed Forces Reserves or the
9 Florida National Guard while those employees
10 are on federal active duty; providing
11 eligibility requirements for grant recipients;
12 directing the Agency for Workforce Innovation
13 to develop a plan to administer the application
14 and payment procedures for the matching grants;
15 providing for the grant program to be funded by
16 legislative appropriations; providing an
17 effective date.

19 Be It Enacted by the Legislature of the State of Florida:

21 Section 1. Citizen Soldier Matching Grants
22 Program.--The Agency for Workforce Innovation shall establish
23 a matching grant program to award matching grants to private
24 sector employers in this state which provide wages to
25 employees serving in the United States Armed Forces Reserves
26 or the Florida National Guard while those employees are on
27 federal active duty. A grant may not be provided for federal
28 active duty served before January 1, 2004. Each grant shall be
29 awarded to reimburse the employer for no more than one-half of
30 the monthly wages paid to an employee who is a resident of
31 this state for the actual period of federal active duty. The

1 monthly grant per employee may not exceed one-half of the
2 difference between the amount of monthly wages paid by the
3 employer to the employee at the level paid before the date the
4 employee was called to federal active duty and the amount of
5 the employee's active duty base pay and benefit package. The
6 agency shall develop a plan, subject to the notice, review,
7 and objection procedures of section 216.177, Florida Statutes,
8 to administer the application and payment procedures for the
9 matching grant program. The matching grant program shall be
10 funded by legislative appropriations.
11 Section 2. This act shall take effect July 1, 2004.

13 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
14 Senate Bill 572

16 The committee substitute specifies that a matching grant must
only be paid to reimburse an employer for wages paid to the
17 employee and that the grant must not exceed one-half of the
wages. The committee substitute also clarifies the formula
18 used for calculating the maximum amount of a grant.
