  1                      A bill to be entitled

  2         An act relating to specialty license plates;

  3         amending ss. 320.08056 and 320.08058, F.S.;

  4         creating a Live the Dream license plate and a

  5         UNITY license plate; providing for the

  6         distribution of annual use fees received from

  7         the sale of such plates; providing an effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Paragraphs (ss) and (tt) are added to

13  subsection (4) of section 320.08056, Florida Statutes, to

14  read:

15         320.08056  Specialty license plates.--

16         (4)  The following license plate annual use fees shall

17  be collected for the appropriate specialty license plates:

18         (ss)  Live the Dream license plate, $25.

19         (tt)  UNITY license plate, $25.

20         Section 2.  Subsections (45) and (46) are added to

21  section 320.08058, Florida Statutes, to read:

22         320.08058  Specialty license plates.--

23         (45)  LIVE THE DREAM LICENSE PLATES.--

24         (a)  The department shall develop a Live the Dream

25  license plate as provided in this section. The word "Florida"

26  must appear at the top of the plate, and the words "Live the

27  Dream" must appear at the bottom of the plate.

28         (b)  The annual use fees shall be distributed to the

29  Dream Foundation, Inc., which may use up to 25 percent of the

30  proceeds to market the organization's concept and the license

 1  plate. The remaining funds shall be used in the following

 2  manner:

 3         1.  The Dream Foundation, Inc., shall retain all

 4  revenues from the sale of such plates until all startup costs

 5  for developing and establishing the plates have been

 6  recovered.

 7         2.  Fifteen percent shall be distributed to the March

 8  of Dimes Florida Chapter.

 9         3.  Ten percent shall be distributed to the Florida

10  Association of Healthy Start Coalitions.

11         4.  Twenty-five percent shall be distributed as grants

12  for programs that provide research, care, and treatment for

13  sickle-cell disease.

14         5.  Twenty percent shall be distributed to programs

15  that provide relief for poverty, hunger, and homelessness as

16  follows: five percent to the Community Partnership for

17  Homeless, Inc., Miami, Florida; five percent to the I.M.

18  Sulzbacher Center for the Homeless, Inc., Jacksonville,

19  Florida; five percent to the Anthony House for the Homeless,

20  Zellwood, Florida; and five percent to the Homeless Emergency

21  Project, Inc., Clearwater, Florida.

22         6.  Five percent shall be expended by the Dream

23  Foundation, Inc., for administrative costs directly associated

24  with the foundation's operations as they relate to the

25  programs described in this paragraph.

26         (46)  UNITY LICENSE PLATES.--

27         (a)  The department shall develop a UNITY license plate

28  as provided in this section. The word "Florida" must appear at

29  the top of the plate, and the word "UNITY" must appear at the

30  bottom of the plate.

 1         (b)  The annual use fees shall be distributed to the

 2  British-American Foundation, Inc. Up to 25 percent of such

 3  funds shall be used for marketing and promotion of the "UNITY"

 4  concept and license plate. The remaining funds shall be used

 5  in the following manner:

 6         1.  Twenty-five percent shall be used to establish and

 7  administer advice centers that will provide informative and

 8  educational informational materials  and referral  services to

 9  assist recently arrived residents, prospective residents,

10  and  individuals in adapting to living, working, and doing

11  business in the State of Florida, particularly to prevent

12  fraudulent conduct.

13         2.  Twenty percent shall be distributed as grants, as

14  determined by an internal review committee, to organizations

15  whose efforts are specifically directed toward protecting

16  Florida residents from fraudulent business practices,

17  corporate scams, identity theft, and other fraud.

18         3.  Ten percent shall be distributed to identified

19  agencies to assist them with efforts that are specifically

20  directed toward providing Florida residents with a toll-free

21  hotline to fight fraud and corporate scams.

22         4.  Ten percent shall be used to pay the cost of

23  professional staff who administer advice and guidance to

24  protect Florida residents from fraudulent business practices,

25  to promote ethical business practices, and to provide

26  informational seminars disseminating information and materials

27  to prevent fraudulent conduct.

28         5.  Ten percent shall be expended by the

29  British-American Foundation, Inc., for administrative costs

30  directly associated with the foundation's operations that

31  relate to its goals of fighting fraud.

 1         Section 3.  This act shall take effect July 1, 2004.
