  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056 and 320.08058, F.S.; creating a

  4         Florida Food Banks license plate; providing for

  5         the distribution of annual use fees received

  6         from the sales of such plates; providing an

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Paragraph (ss) is added to subsection (4)

12  of section 320.08056, Florida Statutes, to read:

13         320.08056  Specialty license plates.--

14         (4)  The following license plate annual use fees shall

15  be collected for the appropriate specialty license plates:

16         (ss)  Florida Food Banks license plate, $25.

17         Section 2.  Subsection (45) is added to section

18  320.08058, Florida Statutes, to read:

19         320.08058  Specialty license plates.--

20         (45)  FLORIDA FOOD BANKS LICENSE PLATES.--

21         (a) The department shall develop a Florida Food Banks

22  license plate as provided in this section. The word "Florida"

23  must appear at the bottom of the plate, and the word "Imagine"

24  must appear at the top of the plate.

25         (b)  The annual use fees shall be distributed to the

26  Florida Association of Food Banks, Inc., which may use up to

27  25 percent of the proceeds to market the association's concept

28  and the license plate. The balance of the proceeds shall be

29  used by the association to fund programs to end hunger in this

30  state.

 1         (c)  An advisory board, composed of a representative of

 2  each member food bank of the Florida Association of Food

 3  Banks, Inc., shall review the distribution of funds by the

 4  association.

 5         Section 3.  This act shall take effect July 1, 2004.

 7          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 8                         Senate Bill 620

10  The Committee Substitute for SB 620 is different from SB 620
    in that the word "Florida" will appear on the bottom of the
11  Florida Food Banks (Imagine) speciality license plate and the
    word "Imagine" will appear at the top of the plate.
