14 On page 52, between lines 19 and 20,

16 insert:
17 Section 47. Pilot program; Monroe County.--
18 (1) The Legislature has determined that insurers and
19 managed care organizations are unable to provide adequate or
20 affordable health insurance coverage in rural counties and
21 other isolated areas of the state. It is therefore necessary
22 to explore alternatives for making affordable health insurance
23 coverage available in rural counties and other similar areas
24 of the state.
25 (2) An entity in Monroe County, established pursuant
26 to section 381.0406, Florida Statutes, may, through a
27 nonprofit corporation, establish a self-insurance plan
28 approved by the Office of Insurance Regulation in accordance
29 with section 112.08 (2)(b), Florida Statutes, to insure
30 residents of a rural county or similar area if the residents
31 are unable to obtain adequate or affordable health insurance

1 coverage. Premiums charged by the self-insurance plan for
2 participating residents or employers shall be actuarially
3 sound. In reviewing such a self-insurance plan, the office
4 shall consult with the Department of Health to confirm that
5 the program is consistent with the purpose and scope of
6 chapter 381, Florida Statutes.
7 (3) The entity in Monroe County which establishes this
8 program shall, in addition to the reporting requirements set
9 forth in section 112.08(2)(b), Florida Statutes, prepare an
10 evaluation of the pilot program, including recommendations for
11 the future of the program, and submit the report to the
12 Governor, the President of the Senate, the Speaker of the
13 House of Representatives, the Department of Health, and the
14 office no later than January 1, 2006.

29 date;
