Trust Fund within the Agency for Workforce Innovation; |

requiring that moneys in the trust fund be used to award |

matching grants to private sector employers who provide |

|
wages to employees serving in the United States Armed |

|
Forces Reserves or the Florida National Guard while such |

|
employees are on federal active duty; providing for future |
10
|
review and termination or re-creation of the trust fund; |
11
|
providing a contingent effective date. |

Be It Enacted by the Legislature of the State of Florida: |

|
|

|
Section 1. The Citizen Soldier Matching Grant Trust |
16
|
Fund.-- |

|
(1) The Citizen Soldier Matching Grant Trust Fund is |
18
|
created within the Agency for Workforce Innovation. Funds |
19
|
credited to the trust fund shall consist of moneys appropriated |
20
|
by the Legislature for the purpose of awarding matching grants |
21
|
to private sector employers that provide wages to employees |
22
|
serving in the United States Armed Forces Reserves or the |
23
|
Florida National Guard while those employees are on federal |
24
|
active duty. |

(2) In accordance with Section 19(f)(2) of Article III of |
26
|
the State Constitution, the trust fund shall be terminated on |
27
|
July 1, 2008, unless terminated sooner. Before its scheduled |
28
|
termination, the trust fund shall be reviewed as provided in s. |
29
|
215.3206(1) and (2), Florida Statutes. |

Section 2. This act shall take effect July 1, 2004, if HB |
31
|
729, or similar legislation creating the Citizen Soldier |
32
|
Matching Grant Program, is adopted in the same legislative |
33
|
session or an extension thereof and becomes law. |
