| 1 | A bill to be entitled | ||
| 2 | An act relating to tobacco settlement agreement proceeds; | ||
| 3 | requiring the disbursement of a portion of the interest | ||
| 4 | from tobacco settlement agreement proceeds to the | ||
| 5 | Department of Health for specified purposes; providing for | ||
| 6 | future repeal; providing an effective date. | ||

| 8 | Be It Enacted by the Legislature of the State of Florida: | ||
| 9 | |||
| 10 | Section 1. (1) To make a significant impact on the use of | ||
| 11 | tobacco products by children under the age of 18, beginning July | ||
| 12 | 1, 2004, 10 percent of the interest paid pursuant to the tobacco | ||
| 13 | settlement agreement as defined in s. 215.56005, Florida | ||
| 14 | Statutes, shall be distributed to the Department of Health to be | ||
| 15 | used to: | ||
| 16 | (a) Maintain the statewide advocacy organization, Students | ||
| 17 | Working Against Tobacco, as well as local partnerships. | ||
| 18 | (b) Provide each county with a coordinator and staff to | ||
| 19 | act as liaison to the Department of Health to coordinate anti- | ||
| 20 | underage-smoking efforts. | ||
| 21 | (c) Develop and implement a statewide advertising campaign | ||
| 22 | as it relates to underage smoking. | ||
| 23 | (d) Purchase and distribute educational materials for the | ||
| 24 | school system relating to the dangers of underage smoking. | ||
| 25 | (e) Enhance the enforcement of youth possession laws. | ||
| 26 | (2) This section shall be repealed 5 years after the | ||
| 27 | effective date of this act. | ||
| 28 | Section 2. This act shall take effect upon becoming a law. | ||
