An act relating to funding for school districts; amending |

s. 1011.62, F.S.; revising the calculation of the district |

cost differential for purposes of allocation of state |

funds to each district for current operation; providing an |
|

effective date. |

Be It Enacted by the Legislature of the State of Florida: |
|

|
|

|
Section 1. Subsection (2) of section 1011.62, Florida |
|
11
|
Statutes, is amended to read: |
|
12
|
1011.62 Funds for operation of schools.--If the annual |
|
13
|
allocation from the Florida Education Finance Program to each |
|
14
|
district for operation of schools is not determined in the |
|
15
|
annual appropriations act or the substantive bill implementing |
|
16
|
the annual appropriations act, it shall be determined as |
|
17
|
follows: |
|

|
(2) DETERMINATION OF DISTRICT COST DIFFERENTIALS.--The |
|
19
|
Commissioner of Education shall annually compute for each |
|
20
|
district the current year's district cost differential. For |
|
21
|
districts with a 2003-2004 cost differential that is 1.000 or |
|
22
|
greater, the cost differential shall remain for each year |
|
23
|
thereafter as calculated in 2003-2004. For districts with a |
|
24
|
2003-2004 cost differential that is less than 1.000, each |
|
25
|
district’s cost differential shall be increased each year for 8 |
|
26
|
consecutive years beginning in 2004-2005 by a factor that is |
|
27
|
calculated as follows: subtract the district’s 2003-2004 cost |
|
28
|
differential from 1.000 and divide the result by 8. Beginning in |
|
29
|
2011-2012 and for each year thereafter, the cost differential |
|
30
|
shall be 1.000 for each district that had a 2003-2004 cost |
|
31
|
differential of less than 1.000 The district cost differential |
|
32
|
shall be calculated by adding each district's price level index |
|
33
|
as published in the Florida Price Level Index for the most |
|
34
|
recent 3 years and dividing the resulting sum by 3. The result |
|
35
|
for each district shall be multiplied by 0.008 and to the |
|
36
|
resulting product shall be added 0.200; the sum thus obtained |
|
37
|
shall be the cost differential for that district for that year. |

|
Section 2. This act shall take effect July 1, 2004. |
