| 8 | cost differential for purposes of allocation of state |
| 9 | funds to each district for current operation; providing an |
| 10 | effective date. |

| 12 | Be It Enacted by the Legislature of the State of Florida: |
| 13 |
|
| 14 | Section 1. Subsection (2) of section 1011.62, Florida |
| 15 | Statutes, is amended to read: |
| 16 | 1011.62 Funds for operation of schools.--If the annual |
| 17 | allocation from the Florida Education Finance Program to each |
| 18 | district for operation of schools is not determined in the |
| 19 | annual appropriations act or the substantive bill implementing |
| 20 | the annual appropriations act, it shall be determined as |
| 21 | follows: |
| 22 | (2) DETERMINATION OF DISTRICT COST DIFFERENTIALS.--The |
| 23 | Commissioner of Education shall annually compute for each |
| 24 | district the current year's district cost differential. For |
| 25 | districts with a 2003-2004 cost differential that is 1.000 or |
| 26 | greater, the cost differential shall remain variable each year |
| 27 | as calculated but shall not decrease lower than 1.000. For |
| 28 | districts with a 2003-2004 cost differential that is less than |
| 29 | 1.000, each district's cost differential shall be increased each |
| 30 | year for 8 consecutive years beginning in 2004-2005 by a factor |
| 31 | that is calculated as follows: subtract the district's 2003-2004 |
| 32 | cost differential from 1.000 and divide the result by 8. |
| 33 | Beginning in 2011-2012 and for each year thereafter, the cost |
| 34 | differential shall be 1.000 for each district that had a 2003- |
| 35 | 2004 cost differential of less than 1.000 The district cost |
| 36 | differential shall be calculated by adding each district's price |
| 37 | level index as published in the Florida Price Level Index for |
| 38 | the most recent 3 years and dividing the resulting sum by 3. The |
| 39 | result for each district shall be multiplied by 0.008 and to the |
| 40 | resulting product shall be added 0.200; the sum thus obtained |
| 41 | shall be the cost differential for that district for that year. |
| 42 | Section 2. This act shall take effect July 1, 2004. |
