3     Amendment (with title amendment)
4     Remove lines 85-114 and insert:

6     (a)  Notwithstanding any other provision of law, a charter
7technical career center's student membership enrollment must be
8calculated pursuant to this section.
9     (b)(a)  Each district school board and community college
10that sponsors a charter technical career center shall pay
11directly to the center an amount stated in the charter.  State
12funding shall be generated for the center for its student
13enrollment and program outcomes as provided in law.  A center is
14eligible for funding from workforce education funds the Florida
15Workforce Development Education Fund, the Florida Education
16Finance Program, and the Community College Program Fund,
17depending upon the programs conducted by the center.
18     (c)(b)  A center may receive other state and federal aid,
19grants, and revenue through the district school board or
20community college board of trustees.
21     (d)(c)  A center may receive gifts and grants from private
22sources.
23     (e)(d)  A center may not levy taxes or issue bonds, but it
24may charge a student tuition fee consistent with authority
25granted in its charter and permitted by law.
26     (f)(e)  A center shall provide for an annual financial
27audit in accordance with s. 218.39.
28     (g)  A center must define in the charter agreement the
29delivery system in which the instructional offering of
30educational services will be placed. The rules governing this
31delivery system must be applied to all of the center's students
32and must authorize all other sponsoring educational systems to
33report required enrollment and student data based solely on the
34rules of the offering institution. Each sponsor shall earn full-
35time equivalent membership for each student for funding and
36reporting purposes.
37     (f)  A center must provide instruction for at least the
38number of days required by law for other public schools or
39community colleges, as appropriate, and may provide instruction
40for additional days.
