1 A bill to be entitled
2 An act relating to trust funds; creating the
3 Welfare Transition Trust Fund within the
4 Department of Health; providing for the use of
5 funds and the source of funds; providing for
6 review and termination or re-creation of the
7 trust fund; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Welfare Transition Trust Fund.--
12 (1) The Welfare Transition Trust Fund is created
13 within the Department of Health for the purposes of receiving
14 federal funds under the Temporary Assistance for Needy
15 Families Program. Trust fund moneys shall be used exclusively
16 for the purpose of providing services to individuals eligible
17 for Temporary Assistance for Needy Families pursuant to the
18 requirements and limitations of part A of Title IV of the
19 Social Security Act, as amended, or any other applicable
20 federal requirement or limitation. Funds credited to the trust
21 fund consist of those funds collected from the Temporary
22 Assistance for Needy Families Block Grant.
23 (2) In accordance with Section 19(f)(2) of Article III
24 of the State Constitution, the Welfare Transition Trust Fund
25 shall be terminated on July 1, 2008, unless terminated sooner.
26 Before its scheduled termination, the trust fund shall be
27 reviewed as provided in section 215.3206(1) and (2), Florida
28 Statutes.
29 Section 2. This act shall take effect July 1, 2004.
