1 A bill to be entitled
2 An act relating to trust funds; creating the
3 Welfare Transition Trust Fund within the
4 Department of Children and Family Services;
5 providing for the use of funds and the source
6 of funds; providing for review and termination
7 or re-creation of the trust fund; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Welfare Transition Trust Fund.--
13 (1) The Welfare Transition Trust Fund is created
14 within the Department of Children and Family Services for the
15 purposes of receiving federal funds under the Temporary
16 Assistance for Needy Families Program. Trust fund moneys shall
17 be used exclusively for the purpose of providing services to
18 individuals eligible for Temporary Assistance for Needy
19 Families pursuant to the requirements and limitations of part
20 A of Title IV of the Social Security Act, as amended, or any
21 other applicable federal requirement or limitation. Funds
22 credited to the trust fund consist of those funds collected
23 from the Temporary Assistance for Needy Families Block Grant.
24 (2) In accordance with Section 19(f)(2) of Article III
25 of the State Constitution, the Welfare Transition Trust Fund
26 shall be terminated on July 1, 2008, unless terminated sooner.
27 Before its scheduled termination, the trust fund shall be
28 reviewed as provided in section 215.3206(1) and (2), Florida
29 Statutes.
30 Section 2. This act shall take effect July 1, 2004.
