| 5 | WHEREAS, on June 14, 2003, at an impressive ceremony held |
| 6 | in Washington, D.C., Miami Beach was chosen from among a list of |
| 7 | 30 finalists nationwide to receive one of the 10 coveted All- |
| 8 | America City Awards for 2003, and |
| 9 | WHEREAS, the All-America City Award, a 54-year-old program |
| 10 | of the National Civic League, annually honors 10 communities |
| 11 | deemed to best exemplify the spirit of grassroots citizen |
| 12 | involvement and cross-sector collaborative problem solving, and |
| 13 | WHEREAS, introduced by the chair of the All-America City |
| 14 | Jury as a community that "embraced diversity and embraced |
| 15 | cultural cooperation," Miami Beach was judged on its projects |
| 16 | "Neighborhood Services," which works to improve neighborhood |
| 17 | assets, help residents access city resources, and identify |
| 18 | community needs; "Planned Progress," a coalition of concerned |
| 19 | residents, community organizations, and city government that |
| 20 | promoted the issuance of bonds with which to fund capital |
| 21 | improvements currently being implemented in each of the city's |
| 22 | 13 neighborhoods; and the "Truancy Intervention Program," or |
| 23 | "TIP," a collaborative effort by the city, county, public |
| 24 | schools, state attorney's office, and community-based agencies |
| 25 | to identify and provide early intervention services to youth at |
| 26 | risk of school failure and truancy, and |
| 27 | WHEREAS, in applauding the City of Miami Beach for having |
| 28 | joined the ranks of nearly 500 American communities that have |
| 29 | been recognized since 1949 as having exhibited extraordinary |
| 30 | ingenuity, collaboration, and positive results, it is fitting to |
| 31 | endorse the sentiments of the president of the National Civil |
| 32 | League that these cities, symbolizing the best of the nation, |
| 33 | serve as an inspiration to communities across the United States |
| 34 | that are facing similar challenges, NOW, THEREFORE, |
| 35 |

| 36 | Be It Resolved by the House of Representatives of the State of |
| 37 | Florida: |

| 39 | That the City of Miami Beach is proudly acknowledged as a |
| 40 | recipient of the prestigious All-America City Award and is |
| 41 | extended sincere gratitude and hearty congratulations for the |
| 42 | efforts and accomplishments that have led to this well-merited |
| 43 | recognition. |
| 44 | BE IT FURTHER RESOLVED that a copy of this resolution be |
| 45 | presented to David Dermer, Mayor of the City of Miami Beach, as |
| 46 | a tangible token of the sentiments expressed herein. |
