House Resolution
2A resolution honoring Partners for Highway Safety.

4     WHEREAS, born out of the pain and heartbreak of parents
5grieving over the loss of their only child, Partners for Highway
6Safety was founded on September 18, 1992, in memory of Gregory
7Paul Burris, whose life ended abruptly on May 9, 1992, less than
824 hours after his seventeenth birthday, and
9     WHEREAS, composed for the most part of parents, family
10members, and friends who have been touched by the tragic loss of
11a child to a traffic crash, Partners for Highway Safety is a
12nonprofit youth traffic safety organization that strives,
13through public awareness and education, to reduce injuries and
14fatalities among teenagers as a result of automobile crashes,
15and
16     WHEREAS, through innovative programs that are recognized as
17fresh, unique, and effective, Partners for Highway Safety
18stresses the importance of using safety belts, of proper
19driver's training, and of personal responsibility for the
20effects of intoxicating substances on the operation and control
21of a vehicle, and
22     WHEREAS, a superlative example of the programs offered by
23Partners for Highway Safety is the Collision Avoidance Training
24program, or C.A.T., a two-day advanced defensive driving and
25vehicle control program the objective of which is to enhance
26young drivers' awareness of the complex task of operating a
27motor vehicle and to learn and practice skills that will prepare
28them to anticipate and handle hazards that occur daily in normal
29driving conditions, and
30     WHEREAS, Partners for Highway Safety has received many
31richly deserved state and national awards for its remarkable
32success in reaching and modifying the attitudes of Florida's
33teenage drivers, NOW, THEREFORE,

35Be It Resolved by the House of Representatives of the State of
36Florida:

38     That the House of Representatives recognizes Partners for
39Highway Safety for its commitment to promoting good habits,
40skills, and attitudes among the state's teenage drivers and
41extends its heartfelt gratitude on behalf of all Floridians for
42its truly outstanding accomplishments.
