| 6 | WHEREAS, there are 32 Healthy Start coalitions throughout |
| 7 | the state, each charged with reducing infant mortality, and |
| 8 | these coalitions have played a large part in improving Florida's |
| 9 | rank in infant mortality to 29th in the nation, and |
| 10 | WHEREAS, Healthy Start coalitions, comprised of community |
| 11 | volunteers who are uniquely positioned to assess and respond to |
| 12 | maternal and infant health needs and to direct funding toward |
| 13 | services that address those needs, have created a seamless |
| 14 | system of care that benefited more than 152,000 moms and babies |
| 15 | in Florida in fiscal year 2002-2003, and |
| 16 | WHEREAS, in 2002-2003, Healthy Start coalitions |
| 17 | collectively leveraged more than $21 million, including 27,200 |
| 18 | volunteer hours of in-kind services and resources, cash, grants, |
| 19 | and projects related to maternal and infant health, and drew |
| 20 | down almost $14 million in federal funding, NOW, THEREFORE, |
| 21 |

| 22 | Be It Resolved by the House of Representatives of the State of |
| 23 | Florida: |

| 25 | That the House of Representatives pauses in its |
| 26 | deliberations to applaud the outstanding efforts of, and |
| 27 | recognize the remarkable benefits afforded by, the state's |
| 28 | dedicated Healthy Start coalitions and to designate March 16, |
| 29 | 2004, as "Healthy Start Day" in Florida. |
