A bill to be entitled
2An act relating to the Jessie Trice Cancer Prevention
3Program within the Department of Health; amending s.
4381.91, F.S.; expanding the program statewide; providing
5an effective date.

7Be It Enacted by the Legislature of the State of Florida:

9     Section 1.  Section 381.91, Florida Statutes, is amended to
10read:
11     381.91  Jessie Trice Cancer Prevention Program.--
12     (1)  It is the intent of the Legislature to:
13     (a)  Reduce the rates of illness and death from lung cancer
14and other cancers and improve the quality of life among low-
15income African-American and Hispanic populations through
16increased access to early, effective screening and diagnosis,
17education, and treatment programs.
18     (b)  Create a community faith-based disease-prevention
19program in conjunction with the Health Choice Network and other
20community health centers to build upon the natural referral and
21education networks in place within minority communities and to
22increase access to health service delivery in South Florida.
23     (c)  Establish a funding source to build upon local private
24participation to sustain the operation of the program.
25     (2)(a)  There is created the Jessie Trice Cancer Prevention
26Program, to be located, for administrative purposes, within the
27Department of Health, and operated from the community health
28centers within the Health Choice Network in South Florida.
29     (b)  Funding shall will be provided to develop contracts
30with community health centers and local community faith-based
31education programs to provide cancer screening, diagnosis,
32education, and treatment services to low-income populations
33throughout the state. Pilot programs will be initially created
34in the communities of Goulds, Naranja, Coconut Grove, Liberty
35City, and East Little Havana in Dade County and Dunbar in Lee
36County and expanded statewide thereafter.
37     Section 2.  This act shall take effect July 1, 2004.
