A bill to be entitled
2An act relating to health and human services hurricane
3relief; providing legislative findings; providing lump-sum
4appropriations for support services to the elderly,
5children and families, and the developmentally disabled;
6requiring notice of transfer of funds into certain
7appropriations categories; providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  The Legislature finds that immediate assistance
12is needed to provide nutritional, medical, and social services
13to the elderly, children, families, individuals with
14disabilities, low-income individuals, and the communities in
15which they live to address the impact of Hurricanes Charley,
16Frances, Jeanne, and Ivan and Tropical Storm Bonnie, which
17struck the state during 2004.
18     Section 2.  The sum of $12,000,000 from the Federal Grants
19Trust Fund is hereby appropriated in lump sum to the Department
20of Elderly Affairs for the purpose of providing support services
21relating to the 2004 hurricanes to the elderly during the 2004-
222005 fiscal year.
23     Section 3.  The sums of $4,704,736 from the Social Services
24Block Grant Trust Fund and $4,500,000 from the Alcohol, Drug
25Abuse, and Mental Health Trust Fund are hereby appropriated in
26lump sum to the Department of Children and Family Services for
27the purpose of providing support services relating to the 2004
28hurricanes to children and families during the 2004-2005 fiscal
29year.
30     Section 4.  The sum of $1,313,429 from the Social Services
31Block Grant Trust Fund is hereby appropriated in lump sum to the
32Agency for Persons with Disabilities for the purpose of
33providing support services relating to the 2004 hurricanes to
34the developmentally disabled during the 2004-2005 fiscal year.
35     Section 5.  Notwithstanding the provisions of section
36216.177, Florida Statutes, requiring a 14-day notice for interim
37budget actions, and pursuant to section 216.351, Florida
38Statutes, the Executive Office of the Governor shall provide
39notice of the allocation of the lump-sum appropriations
40authorized by this act into traditional appropriations
41categories to the chair and vice chair of the Legislative Budget
42Commission at least 3 working days prior to the effective date
43of such allocation.
44     Section 6.  This act shall take effect upon becoming a law.
