14 On page 92, between lines 4 and 5

16 insert:
17 Section 16. Paragraph (c) of subsection (4) of section
18 1011.80, Florida Statutes, is amended to read:
19 1011.80 Funds for operation of workforce education
20 programs.--
21 (4) Funding for all workforce education programs must
22 be based on cost categories, performance output measures, and
23 performance outcome measures.
24 (c)1. The performance outcome measures for workforce
25 education programs are associated with placement and retention
26 of students after reaching a completion point or completing a
27 program of study. These measures include placement or
28 retention in employment that is related to the program of
29 study; placement into or retention in employment in an
30 occupation on the Workforce Estimating Conference list of
31 high-wage, high-skill occupations with sufficient openings, or

1 other High Wage/High Skill Program occupations as determined
2 by Workforce Florida, Inc.; and placement and retention of
3 participants or former participants in the welfare transition
4 program in employment. Continuing postsecondary education at a
5 level that will further enhance employment is a performance
6 outcome for adult general education programs. Placement and
7 retention must be reported under pursuant to ss. 1008.39 and
8 1008.43.
9 2. Workforce Florida, Inc., shall recognize
10 credentialed placement in the field of early learning as a
11 high-skill occupation for purposes of performance outcome
12 measures under subparagraph 1.
