10 | as permitted by the Federal Government; providing that the |
11 | appropriation is nonrecurring; requiring the Executive |
12 | Office of the Governor to provide notice of the allocation |
13 | of the lump-sum appropriations; providing an effective |
14 | date. |

16 | Be It Enacted by the Legislature of the State of Florida: |
17 |

18 | Section 1. Beginning January 1, 2005, the Agency for |
19 | Workforce Innovation shall provide quarterly reports on the |
20 | expenditure of federal funds received from the United States |
21 | Department of Labor under the Workforce Investment Act's |
22 | National Emergency Grant for the purpose of providing additional |
23 | temporary jobs for eligible dislocated workers to assist in the |
24 | cleanup and restoration efforts resulting from Tropical Storm |
25 | Bonnie and Hurricanes Charley, Frances, Ivan, and Jeanne. The |
26 | quarterly reports relating to the temporary-jobs program shall |
27 | be submitted to the Governor, the President of the Senate, and |
28 | the Speaker of the House of Representatives until the grant |
29 | expires or the funds are no longer available for this program. |
30 | The reports must include the number of participants who are |
31 | provided temporary jobs, the types of services being provided by |
32 | participants in those temporary jobs, any significant |
33 | implementation problems that occurred during the reporting |
34 | period, total expenditures to date, and the number of related |
35 | monitoring visits conducted by the Agency for Workforce |
36 | Innovation and the regional workforce boards. Monitoring visits |
37 | shall be conducted to ensure that the worksites and related |
38 | activities are consistent with the provisions of the applicable |
39 | federal statute and regulations. |
40 | Section 2. For the 2004-2005 fiscal year, the sum of $21 |
41 | million is hereby appropriated from the Employment Security |
42 | Administration Trust Fund to the Agency for Workforce Innovation |
43 | in a lump-sum appropriation category. Such budget authority is |
44 | provided for federal funds received from the United States |
45 | Department of Labor under the Workforce Investment Act's |
46 | National Emergency Grant to provide for additional temporary |
47 | jobs for eligible dislocated workers to assist in the cleanup |
48 | and restoration efforts resulting from Tropical Storm Bonnie and |
49 | Hurricanes Charley, Frances, Ivan, and Jeanne. To the extent |
50 | that the United States Department of Labor modifies the grant, |
51 | the agency is authorized to spend the grant funds as permitted |
52 | by the Federal Government. |
53 | Section 3. The appropriation authorized by this act is |
54 | nonrecurring and is intended to address needs caused by Tropical |
55 | Storm Bonnie and Hurricanes Charley, Frances, Ivan, and Jeanne. |
56 | Section 4. Notwithstanding the provisions of section |
57 | 216.177, Florida Statutes, requiring a 14-day notice for interim |
58 | budget actions, and pursuant to section 216.351, Florida |
59 | Statutes, the Executive Office of the Governor shall provide |
60 | notice of the allocation of the lump-sum appropriation |
61 | authorized by this act into traditional appropriation categories |
62 | to the chair and vice chair of the Legislative Budget Commission |
63 | at least 3 working days prior to the effective date of such |
64 | allocation. |
65 | Section 5. This act shall take effect upon becoming a law. |
