A bill to be entitled
2An act relating to the Agency for Workforce Innovation;
3requiring the agency to provide quarterly reports on
4certain expenditures; requiring the report to be submitted
5to the Governor and Legislature; providing that the report
6must contain certain information; providing an
7appropriation; requiring that the appropriation be used
8for additional temporary jobs for eligible dislocated
9workers; authorizing the agency to spend the appropriation
10as permitted by the Federal Government; providing that the
11appropriation is nonrecurring; requiring the Executive
12Office of the Governor to provide notice of the allocation
13of the lump-sum appropriations; providing an effective
14date.

16Be It Enacted by the Legislature of the State of Florida:

18     Section 1.  Beginning January 1, 2005, the Agency for
19Workforce Innovation shall provide quarterly reports on the
20expenditure of federal funds received from the United States
21Department of Labor under the Workforce Investment Act's
22National Emergency Grant for the purpose of providing additional
23temporary jobs for eligible dislocated workers to assist in the
24cleanup and restoration efforts resulting from Tropical Storm
25Bonnie and Hurricanes Charley, Frances, Ivan, and Jeanne. The
26quarterly reports relating to the temporary-jobs program shall
27be submitted to the Governor, the President of the Senate, and
28the Speaker of the House of Representatives until the grant
29expires or the funds are no longer available for this program.
30The reports must include the number of participants who are
31provided temporary jobs, the types of services being provided by
32participants in those temporary jobs, any significant
33implementation problems that occurred during the reporting
34period, total expenditures to date, and the number of related
35monitoring visits conducted by the Agency for Workforce
36Innovation and the regional workforce boards. Monitoring visits
37shall be conducted to ensure that the worksites and related
38activities are consistent with the provisions of the applicable
39federal statute and regulations.
40     Section 2.  For the 2004-2005 fiscal year, the sum of $21
41million is hereby appropriated from the Employment Security
42Administration Trust Fund to the Agency for Workforce Innovation
43in a lump-sum appropriation category. Such budget authority is
44provided for federal funds received from the United States
45Department of Labor under the Workforce Investment Act's
46National Emergency Grant to provide for additional temporary
47jobs for eligible dislocated workers to assist in the cleanup
48and restoration efforts resulting from Tropical Storm Bonnie and
49Hurricanes Charley, Frances, Ivan, and Jeanne. To the extent
50that the United States Department of Labor modifies the grant,
51the agency is authorized to spend the grant funds as permitted
52by the Federal Government.
53     Section 3.  The appropriation authorized by this act is
54nonrecurring and is intended to address needs caused by Tropical
55Storm Bonnie and Hurricanes Charley, Frances, Ivan, and Jeanne.
56     Section 4.  Notwithstanding the provisions of section
57216.177, Florida Statutes, requiring a 14-day notice for interim
58budget actions, and pursuant to section 216.351, Florida
59Statutes, the Executive Office of the Governor shall provide
60notice of the allocation of the lump-sum appropriation
61authorized by this act into traditional appropriation categories
62to the chair and vice chair of the Legislative Budget Commission
63at least 3 working days prior to the effective date of such
64allocation.
65     Section 5.  This act shall take effect upon becoming a law.
