18 Section 4. (1) There is appropriated for the period
19 from the effective date of this act through September 30,
20 2005, $150 million on a nonrecurring basis from the General
21 Revenue Fund to the Department of Financial Services in the
22 special appropriation category "Hurricane Multiple Deductible
23 Reimbursements" for reimbursement to residential property
24 insurance policyholders for the expense of multiple hurricane
25 deductibles, as provided in sections 1 and 2 of this act.
26 These funds shall be subject to the release provisions of
27 chapter 216, Florida Statutes. The Chief Financial Officer
28 shall periodically certify to the Executive Office of the
29 Governor a release request based on the documented expenditure
30 need for reimbursement payments submitted to the Department of
31 Financial Services. The amount of each release request may not

1 exceed the need documented. The Chief Financial Officer shall
2 provide a copy of each certification to the Executive Office
3 of the Governor and to the chairperson and vice chairperson of
4 the Legislative Budget Commission. The department may not use
5 more than 1 percent of the appropriation to administer the
6 payments to the policyholders.
7 (2) All moneys appropriated from the General Revenue
8 Fund under this act that are unexpended on September 30, 2005,
9 shall revert to the General Revenue Fund.
10 (3) Beginning January 15, 2005, and on a monthly basis
11 thereafter, the Chief Financial Officer shall provide a report
12 containing information regarding the reimbursement for
13 multiple hurricane deductibles to the Executive Office of the
14 Governor and the chairperson and vice chairperson of the
15 Legislative Budget Commission. The report must include, but is
16 not limited to, cumulative and monthly information on the
17 number of reimbursement claims submitted, the total amount
18 requested for reimbursement, the number of claims paid, and
19 the amount paid for reimbursement.
20 (4) All appropriations authorized by this act are
21 nonrecurring and are intended to address needs caused by
22 Hurricanes Charley, Frances, Ivan, and Jeanne.
