33 | Tourism, Trade, and Economic Development to approve the |
34 | application under certain circumstances; providing an |
35 | effective date. |

37 | Be It Enacted by the Legislature of the State of Florida: |
38 |

39 | Section 1. Section 290.00691, Florida Statutes, is amended |
40 | to read: |
41 | 290.00691 Enterprise zone designation for Columbia County |
42 | or Columbia County and Lake City.--Columbia County, or Columbia |
43 | County and the municipality of Lake City jointly, may apply to |
44 | the Office of Tourism, Trade, and Economic Development for |
45 | designation of one enterprise zone encompassing an area within |
46 | the county, or within both the county and the municipality. In |
47 | identifying the area to be nominated for designation as an |
48 | enterprise zone, Columbia County, or Columbia County and the |
49 | municipality of Lake City jointly, shall seek to maximize the |
50 | strategic economic development advantages resulting from the |
51 | intersection of Interstate 75 and Interstate 10 within Columbia |
52 | County. The application must be submitted by December 31, 2005 |
53 | 1999, and must comply with the requirements of s. 290.0055. |
54 | Notwithstanding the provisions of s. 290.0065 limiting the total |
55 | number of enterprise zones designated and the number of |
56 | enterprise zones within a population category, the Office of |
57 | Tourism, Trade, and Economic Development may designate one |
58 | enterprise zone under this section. The Office of Tourism, |
59 | Trade, and Economic Development shall establish the initial |
60 | effective date of the enterprise zone designated pursuant to |
61 | this section. |
62 | Section 2. Section 290.00692, Florida Statutes, is amended |
63 | to read: |
64 | 290.00692 Enterprise zone designation for Suwannee County |
65 | or Suwannee County and Live Oak.--Suwannee County, or Suwannee |
66 | County and the municipality of Live Oak jointly, may apply to |
67 | the Office of Tourism, Trade, and Economic Development for |
68 | designation of one enterprise zone encompassing an area within |
69 | the county, or within both the county and the municipality. In |

84 | Section 3. Section 290.00710, Florida Statutes, is created |
85 | to read: |
86 | 290.00710 Enterprise zone designation for the City of |
87 | Lakeland.--The City of Lakeland may apply to the Office of |
88 | Tourism, Trade, and Economic Development for designation of one |
89 | enterprise zone for an area within the City of Lakeland, which |
90 | zone shall encompass an area up to 10 square miles. The |
91 | application must be submitted by December 31, 2005, and must |
92 | comply with the requirements of s. 290.0055. Notwithstanding the |
93 | provisions of s. 290.0065, limiting the total number of |
94 | enterprise zones designated and the number of enterprise zones |
95 | within a population category, the Office of Tourism, Trade, and |
96 | Economic Development may designate one enterprise zone under |
97 | this section. The Office of Tourism, Trade, and Economic |
98 | Development shall establish the initial effective date of the |
99 | enterprise zone designated pursuant to this section. |
100 | Section 4. Section 290.00711, Florida Statutes, is created |
101 | to read: |
102 | 290.00711 Enterprise zone designation for Indian River |
103 | County, the City of Vero Beach, and the City of Sebastian.-- |
104 | Indian River County, the City of Vero Beach, and the City of |
105 | Sebastian may jointly apply to the Office of Tourism, Trade, and |
106 | Economic Development for designation of one enterprise zone |
107 | encompassing an area not to exceed 10 square miles. The |
108 | application must be submitted by December 31, 2005, and must |
109 | comply with the requirements of s. 290.0055. Notwithstanding the |
110 | provisions of s. 290.0065 limiting the total number of |
111 | enterprise zones designated and the number of enterprise zones |
112 | within a population category, the Office of Tourism, Trade, and |
113 | Economic Development may designate one enterprise zone under |
114 | this section. The Office of Tourism, Trade, and Economic |
115 | Development shall establish the initial effective date of the |
116 | enterprise zone designated pursuant to this section. |
117 | Section 5. By December 31, 2005, the City of Palmetto may |
118 | apply to the Office of Tourism, Trade, and Economic Development |
119 | to amend the boundaries of the Palmetto/North Manatee County |
120 | Enterprise Zone (4102 EZ) for the purpose of adding eligible |
121 | areas. The Office of Tourism, Trade, and Economic Development |
122 | shall approve the boundary amendment application provided that |
123 | the boundary amendment complies with s. 290.0055, Florida |
124 | Statutes, upon expansion of the enterprise zone, including the |
125 | requirement that the area suffers from pervasive poverty, |
126 | unemployment, and general distress. |
127 | Section 6. This act shall take effect July 1, 2005. |
