19enterprise zone; creating s. 290.00710, F.S.; authorizing
20the City of Lakeland to apply to the Office of Tourism,
21Trade, and Economic Development to designate an enterprise
22zone; providing requirements; requiring the office to
23establish an effective date of the designated enterprise
24zone; creating s. 290.00711, F.S.; authorizing Indian
25River County, the City of Vero Beach, and the City of
26Sebastian to apply to the Office of Tourism, Trade, and
27Economic Development to designate an enterprise zone;
28providing requirements; requiring the office to establish
29an effective date of the designated enterprise zone;
30authorizing the City of Palmetto to apply to the Office of
31Tourism, Trade, and Economic Development to amend the
32boundaries of an enterprise zone; requiring the Office of
33Tourism, Trade, and Economic Development to approve the
34application under certain circumstances; providing an
35effective date.

37Be It Enacted by the Legislature of the State of Florida:
38
39     Section 1.  Section 290.00691, Florida Statutes, is amended
40to read:
41     290.00691  Enterprise zone designation for Columbia County
42or Columbia County and Lake City.--Columbia County, or Columbia
43County and the municipality of Lake City jointly, may apply to
44the Office of Tourism, Trade, and Economic Development for
45designation of one enterprise zone encompassing an area within
46the county, or within both the county and the municipality. In
47identifying the area to be nominated for designation as an
48enterprise zone, Columbia County, or Columbia County and the
49municipality of Lake City jointly, shall seek to maximize the
50strategic economic development advantages resulting from the
51intersection of Interstate 75 and Interstate 10 within Columbia
52County. The application must be submitted by December 31, 2005
531999, and must comply with the requirements of s. 290.0055.
54Notwithstanding the provisions of s. 290.0065 limiting the total
55number of enterprise zones designated and the number of
56enterprise zones within a population category, the Office of
57Tourism, Trade, and Economic Development may designate one
58enterprise zone under this section. The Office of Tourism,
59Trade, and Economic Development shall establish the initial
60effective date of the enterprise zone designated pursuant to
61this section.
62     Section 2.  Section 290.00692, Florida Statutes, is amended
63to read:
64     290.00692  Enterprise zone designation for Suwannee County
65or Suwannee County and Live Oak.--Suwannee County, or Suwannee
66County and the municipality of Live Oak jointly, may apply to
67the Office of Tourism, Trade, and Economic Development for
68designation of one enterprise zone encompassing an area within
69the county, or within both the county and the municipality. In
70identifying the area to be nominated for designation as an
71enterprise zone, Suwannee County, or Suwannee County and the
72municipality of Live Oak jointly, shall seek to maximize the
73strategic economic development advantages resulting from the
74intersection of Interstate 75 and Interstate 10. The application
75must be submitted by December 31, 2005 1999, and must comply
76with the requirements of s. 290.0055. Notwithstanding the

84     Section 3.  Section 290.00710, Florida Statutes, is created
85to read:
86     290.00710  Enterprise zone designation for the City of
87Lakeland.--The City of Lakeland may apply to the Office of
88Tourism, Trade, and Economic Development for designation of one
89enterprise zone for an area within the City of Lakeland, which
90zone shall encompass an area up to 10 square miles. The
91application must be submitted by December 31, 2005, and must
92comply with the requirements of s. 290.0055. Notwithstanding the
93provisions of s. 290.0065, limiting the total number of
94enterprise zones designated and the number of enterprise zones
95within a population category, the Office of Tourism, Trade, and
96Economic Development may designate one enterprise zone under
97this section. The Office of Tourism, Trade, and Economic
98Development shall establish the initial effective date of the
99enterprise zone designated pursuant to this section.
100     Section 4.  Section 290.00711, Florida Statutes, is created
101to read:
102     290.00711  Enterprise zone designation for Indian River
103County, the City of Vero Beach, and the City of Sebastian.--
104Indian River County, the City of Vero Beach, and the City of
105Sebastian may jointly apply to the Office of Tourism, Trade, and
106Economic Development for designation of one enterprise zone
107encompassing an area not to exceed 10 square miles. The
108application must be submitted by December 31, 2005, and must
109comply with the requirements of s. 290.0055. Notwithstanding the
110provisions of s. 290.0065 limiting the total number of
111enterprise zones designated and the number of enterprise zones
112within a population category, the Office of Tourism, Trade, and
113Economic Development may designate one enterprise zone under
114this section. The Office of Tourism, Trade, and Economic
115Development shall establish the initial effective date of the
116enterprise zone designated pursuant to this section.
117     Section 5.  By December 31, 2005, the City of Palmetto may
118apply to the Office of Tourism, Trade, and Economic Development
119to amend the boundaries of the Palmetto/North Manatee County
120Enterprise Zone (4102 EZ) for the purpose of adding eligible
121areas. The Office of Tourism, Trade, and Economic Development
122shall approve the boundary amendment application provided that
123the boundary amendment complies with s. 290.0055, Florida
124Statutes, upon expansion of the enterprise zone, including the
125requirement that the area suffers from pervasive poverty,
126unemployment, and general distress.
127     Section 6.  This act shall take effect July 1, 2005.
