44 | Be It Enacted by the Legislature of the State of Florida: |
45 |

46 | Section 1. Section 290.00710, Florida Statutes, is created |
47 | to read: |
48 | 290.00710 Enterprise zone designation for the City of |
49 | Lakeland.--The City of Lakeland may apply to the Office of |
50 | Tourism, Trade, and Economic Development for designation of one |
51 | enterprise zone for an area within the City of Lakeland, which |
52 | zone shall encompass an area up to 10 square miles. The |
53 | application must be submitted by December 31, 2005, and must |
54 | comply with the requirements of s. 290.0055. Notwithstanding the |
55 | provisions of s. 290.0065 limiting the total number of |
56 | enterprise zones designated and the number of enterprise zones |
57 | within a population category, the Office of Tourism, Trade, and |
58 | Economic Development may designate one enterprise zone under |
59 | this section. The Office of Tourism, Trade, and Economic |
60 | Development shall establish the initial effective date of the |
61 | enterprise zone designated pursuant to this section. |
62 | Section 2. Section 290.0073, Florida Statutes, is created |
63 | to read: |
64 | 290.0073 Enterprise zone designation for Indian River |
65 | County, the City of Vero Beach, and the City of |
66 | Sebastian.--Indian River County, the City of Vero Beach, and the |
67 | City of Sebastian may jointly apply to the Office of Tourism, |
68 | Trade, and Economic Development for designation of one |

102 | the county or within both the county and the municipality. The |

112 | Section 5. Section 290.0076, Florida Statutes, is created |

114 | 290.0076 Enterprise zone designation for Suwannee County |
115 | or Suwannee County and Live Oak.--Suwannee County, or Suwannee |
116 | County and the municipality of Live Oak jointly, may apply to |
117 | the Office of Tourism, Trade, and Economic Development for |
118 | designation of one enterprise zone encompassing an area within |
119 | the county or within both the county and the municipality. The |
120 | application must be submitted by December 31, 2005. |
121 | Notwithstanding the provisions of s. 290.0065 limiting the total |
122 | number of enterprise zones designated and the number of |
123 | enterprise zones within a population category, the Office of |
124 | Tourism, Trade, and Economic Development may designate one |
125 | enterprise zone under this section. The Office of Tourism, |
126 | Trade, and Economic Development shall establish the initial |
127 | effective date of the enterprise zone designated pursuant to |
128 | this section. |
129 | Section 6. Section 290.0077, Florida Statutes, is created |
130 | to read: |
131 | 290.0077 Enterprise zone designation for Orange County and |
132 | the municipality of Apopka.--Orange County and the municipality |
133 | of Apopka may jointly apply to the Office of Tourism, Trade, and |
134 | Economic Development for designation of one enterprise zone. The |
135 | application must be submitted by December 31, 2005, and must |
136 | comply with the requirements of s. 290.0055. Notwithstanding the |
137 | provisions of s. 290.0065 limiting the total number of |
138 | enterprise zones designated and the number of enterprise zones |
139 | within a population category, the Office of Tourism, Trade, and |
140 | Economic Development may designate one enterprise zone under |
141 | this section. The Office of Tourism, Trade, and Economic |
142 | Development shall establish the initial effective date of the |
143 | enterprise zone designated pursuant to this section. |
144 | Section 7. The Office of Program Policy Analysis and |
145 | Government Accountability shall conduct an evaluation of the tax |
146 | incentives available to rural enterprise zones and the |
147 | effectiveness of rural enterprise zones in creating jobs. In |
148 | particular, the evaluation must consider whether existing tax |
149 | and other financial incentives available under the Enterprise |
150 | Zone Act are appropriate for businesses located in rural |
151 | enterprise zones and whether incentives such as the transfer of |
152 | unused tax credits would enhance the effectiveness of rural |
153 | enterprise zones. The evaluation shall include an estimation of |
154 | the costs of new tax incentives. The evaluation shall also |
155 | identify obstacles faced by rural enterprise zones and recommend |
156 | possible solutions. The Office of Program Policy Analysis and |
157 | Government Accountability shall conduct its evaluation and make |
158 | a report containing its findings and recommendations to the |
159 | Legislature by December 1, 2005. |
160 | Section 8. This act shall take effect July 1, 2005. |
