A bill to be entitled
2An act relating to educational facilities; amending s.
31013.735, F.S., relating to the Classrooms for Kids
4Program; revising the formula for determining each school
5district's share of the annual appropriation for the
6Classrooms for Kids Program; providing that a percentage
7of the appropriation shall be used to reduce class size;
8providing an effective date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  Subsection (1) of section 1013.735, Florida
13Statutes, is amended to read:
14     1013.735  Classrooms for Kids Program.--
15     (1)  ALLOCATION.--The department shall allocate funds
16appropriated for the Classrooms for Kids Program. It is the
17intent of the Legislature that this program be administered as
18nearly as practicable in the same manner as the capital outlay
19program authorized under s. 9(a), Art. XII of the State
20Constitution. Each district school board's share of the annual
21appropriation for the Classrooms for Kids Program must be
22calculated according to the following formula:
23     (a)  Twenty-five percent of the appropriation shall be
24prorated to the districts based on each district's percentage of
25K-12 base capital outlay full-time equivalent membership, and 65
26percent shall be based on each district's percentage of K-12
27growth capital outlay full-time equivalent membership averaged
28over the previous 3 years as specified for the allocation of
29funds from the Public Education Capital Outlay and Debt Service
30Trust Fund by s. 1013.64(3).
31     (b)  Sixty-five percent of the appropriation shall be
32prorated to the districts based on each district's percentage of
33the state's classroom needs to reduce class size pursuant to s.
341003.03(2).
35     (c)(b)  Ten percent of the appropriation shall be prorated
36to the districts that currently meet the requirements of s.
371003.03(1)(a), (b), or (c) must be allocated among district
38school boards according to the allocation formula in s.
391013.64(1)(a), excluding adult vocational technical facilities.
40     Section 2.  This act shall take effect July 1, 2005.
