6An act relating to the reuse and recycling of campaign
7signs; requiring the Department of Environmental
8Protection to design a pilot project to encourage the
9reuse or recycling of campaign signs; requiring the
10department to submit details of the program and a budget
11request for use of funds from the Solid Waste Management
12Trust Fund to the Governor and Legislature; providing an
13effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  The Department of Environmental Protection
18shall design a pilot project, for implementation in 2006, to
19encourage the reuse or recycling of campaign signs. At a
20minimum, the department shall identify two large counties and
21two small counties, based on population, to establish central
22depositories for used campaign signs and to make such signs
23available, at no cost to the receiving entity, to schools and
24other entities that may have a use for them and to companies
25that can recycle the materials from which the signs are made
26into new materials or products. As part of this pilot project,
27the department shall submit details of the program along with a
28budget request for use of funds from the Solid Waste Management
29Trust Fund to the Governor, the President of the Senate, and the
30Speaker of the House of Representatives, prior to the start of
31the 2006 Regular Session of the Legislature.
32     Section 2.  This act shall take effect July 1, 2005.
