A bill to be entitled
2An act relating to the reuse and recycling of campaign
3signs; requiring the Department of Environmental
4Protection to design a pilot project to encourage the
5reuse or recycling of campaign signs; requiring the
6department to submit details of the program and a budget
7request for use of funds from the Solid Waste Management
8Trust Fund to the Governor and Legislature; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  The Department of Environmental Protection
14shall design a pilot project, for implementation in 2006, to
15encourage the reuse or recycling of campaign signs. At a
16minimum, the department shall identify two large counties and
17two small counties, based on population, to establish central
18depositories for used campaign signs and to make such signs
19available, at no cost to the receiving entity, to schools and
20other entities that may have a use for them and to companies
21that can recycle the materials from which the signs are made
22into new materials or products. As part of this pilot project,
23the department shall submit details of the program along with a
24budget request for use of funds from the Solid Waste Management
25Trust Fund to the Governor, the President of the Senate, and the
26Speaker of the House of Representatives, prior to the start of
27the 2006 Regular Session of the Legislature.
28     Section 2.  This act shall take effect July 1, 2005.
