11  The Committee on Judiciary (Webster) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         On page 8, line 17, through page 10, line 3, delete
16  those lines

18  and insert:  (2)  An application may be approved by the
19  division only after the voters of the county where the
20  applicant's facility is located have authorized by referendum
21  slot machines within pari-mutuel facilities existing in that
22  county on November 2, 2004, as specified in s. 23, Art. X of
23  the State Constitution.
24         (3)  A slot machine license may be issued only to a
25  facility that is, at the time of application, a licensed
26  pari-mutuel permitholder, and slot machine gaming may be
27  conducted only at the same facility at which the permitholder
28  was authorized under its valid pari-mutuel wagering permit to
29  conduct pari-mutuel wagering activities.
30         (4)  As a condition of licensure and to maintain
31  continued authority for the conduct of slot machine gaming,

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. CS for SB 1174 Barcode 024004 1 the slot machine license shall: 2 (a) Continue to be in compliance with this chapter. 3 (b) Discontinue all pari-mutuel wagering, games, 4 races, authorized under ch. 550 and cardroom activity 5 authorized under s. 849.086. 6 (c) Be responsible for providing appropriate current 7 and accurate documentation on a timely basis to the division 8 in order to continue the slot machine license in good 9 standing. 10 (d) Allow unrestricted access and right of inspection 11 by the division to facilities of a slot machine licensee in 12 which any activity relative to the conduct of slot machine 13 gaming is conducted. 14 (e) Submit a security plan, including a slot machine 15 floor plan, location of security cameras, and the listing of 16 security equipment that is capable of observing and 17 electronically recording activities being conducted in the 18 designated slot machine gaming area. 19 (f) Use the Internet-based job-listing system of the 20 Agency for Workforce Innovation in advertising employment 21 opportunities. Further, each slot machine licensee in its 22 gaming operations shall create equal employment opportunities 23 that shall be implemented in a nondiscriminatory manner in 24 hiring and promoting employees to achieve the full and fair 25 participation of women, Asians, blacks, Hispanics, Native 26 Americans, persons with disabilities, and other protected 27 groups within the municipality where the facility is located, 28 and an action plan and programs shall be implemented by each 29 facility designed to ensure that the percentage of the 30 minority population in the area in which each facility is 31 located is considered to 2 9:12 PM 04/18/05 s1174.ju09.p03
