11 The Committee on Health Care (Peaden) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, between lines 18 and 19,

17 insert:
18 Section 2. Present subsections (2) through (8) of
19 section 458.311, Florida Statutes, are redesignated as
20 subsections (3) through (9), respectively, present subsection
21 (7) of that section is amended, and a new subsection (2) is
22 added to that section, to read:
23 458.311 Licensure by examination; requirements;
24 fees.--
25 (2) Notwithstanding sub-subparagraphs (1)(f)1.c.,
26 2.c., and 3.c. and paragraph (3)(d), except for passing part
27 II of the National Board of Medical Examiners examination or
28 the Educational Commission for Foreign Medical Graduates
29 examination equivalent as referred to in paragraph (3)(d), the
30 department may develop procedures for an applicant for
31 licensure as a physician pursuant to this chapter to meet

1 postgraduate training requirements by completing a 2-year
2 externship at a nonstatutory teaching hospital licensed in
3 this state. The training provided in the externship must be
4 substantially similar, as defined by board rule, to the
5 training provided in an approved residency as described in
6 sub-subparagraphs (1)(f)1.c., 2.c., or 3.c. In order for the
7 externship to meet the requirements of this section, it must
8 be approved by the board before the applicant enters into the
9 externship. The applicant may not be licensed under this
10 section unless the board finds that the applicant has
11 successfully completed the externship. The board may adopt
12 rules to administer this section, including the implementation
13 of fees to cover costs.
