13         Senate Amendment 
14         On page 1, lines 21 through 28, delete those lines
15  
16  and insert:  exists when any land, including land formed by
17  accretion, reliction, or other naturally occurring processes,
18  or portion thereof, outside any municipality which is being
19  used or is desired to be used for a dwelling or dwellings or
20  for agricultural or for timber raising or cutting or
21  stockraising purposes is shall be shut off or hemmed in by
22  lands, fencing, or other improvements by of other persons so
23  that no practicable route of egress or ingress is shall be
24  available therefrom to the nearest practicable public or
25  private road in which the landlocked owner has vested easement
26  rights. The owner or tenant thereof, or anyone in
