A bill to be entitled
2An act relating to government efficiency and
3accountability; creating s. 216.1675, F.S.; providing a
4popular name; providing legislative findings and purpose;
5designating the Executive Office of the Governor as the
6agency responsible for directing the productivity
7improvement and accountability process; requiring the
8Governor's recommended budget to include certain cost-
9saving recommendations; requiring submission of such
10recommendations in legislation, to include an estimate of
11the productivity improvements and cost savings; providing
12responsibility for implementation; requiring inclusion of
13the cost-saving items in the General Appropriations Act;
14restricting use of the funds from such cost savings;
15requiring certain quarterly reports; requiring certain
16cooperation and assistance; providing an effective date.

18     WHEREAS, the state should follow the wishes of the
19taxpayers of the state to improve productivity and cost savings
20in the production and delivery of public goods and services, and
21     WHEREAS, there are standard methods and practices that can
22be employed by state government to measure, evaluate, and
23determine productivity and cost savings in the production and
24delivery of public goods and services, NOW, THEREFORE,
25
26Be It Enacted by the Legislature of the State of Florida:
27
28     Section 1.  Section 216.1675, Florida Statutes, is created
29to read:
30     216.1675  Productivity improvement and accountability.--
31     (1)  This section may be cited as the "Government
32Efficiency and Accountability Act."
33     (2)  The Legislature finds that there is a need to
34establish a productivity improvement and accountability process
35that is fully integrated with the state budgeting process, the
36purpose of which is to provide a vehicle for reviewing and
37implementing ideas that improve productivity and reduce the
38costs of state government services through the state budgeting
39and appropriations processes.
40     (3)  In order to carry out this section, the Executive
41Office of the Governor is designated as the agency responsible
42for the coordination, development, direction, monitoring, and
43evaluation of the productivity improvement and accountability
44process.
45     (4)  As a part of the Governor's recommended budget, the
46Governor shall include recommendations that can generate cost
47savings and productivity improvements without reducing state
48government services. These shall include estimated timeframes
49for implementing the recommendations and preliminary estimates
50of the dollar amount of cost savings expected to be realized.
51These ideas may originate from any source or productivity and
52accountability review forum such as the Office of Program Policy
53Analysis and Government Accountability, Florida TaxWatch, the
54Auditor General, the Executive Office of the Governor,
55legislative committees, executive branch agencies, and private
56citizens. The total dollar amount of the annualized estimates of
57these specific cost-saving recommendations shall equal a minimum
58of 1 percent of the estimate of net general revenue for the
59following budget year.
60     (5)  Recommendations shall be submitted as a bill for
61consideration by the Legislature. The agency responsible for the
62service delivery referenced in each recommendation shall be
63responsible for implementation. The bill shall include an
64estimate of the dollar amounts of the productivity improvements
65and cost savings, as determined by the applicable consensus
66estimating conference.
67     (6)  The productivity improvement and cost-saving items
68shall be placed in the General Appropriations Act, subject to
69passage of the bill containing the recommendation.
70     (7)  The funds saved from specifically identified
71productivity improvement and cost-saving recommendations shall
72be placed in reserve and may be used to reduce any budget
73deficit in recurring general revenue or applied toward the
74reduction of state debt.
75     (8)  State agencies shall report quarterly to the Governor
76in a public hearing on their implementation of the productivity
77enhancements. The Governor shall report quarterly to the
78Legislative Budget Commission in a public hearing on the
79progress achieved in implementing the cost savings and revenue
80enhancements identified pursuant to this section and shall
81identify the amounts put in reserve or applied to reduce state
82debt.
83     (9)  All state agencies and the judicial branch shall
84extend maximum cooperation and assistance in the furtherance of
85this program.
86     Section 2.  This act shall take effect upon becoming a law.
