8 | Governor's recommended budget to include certain cost- |
9 | saving recommendations; requiring submission of such |
10 | recommendations in legislation, to include an estimate of |
11 | the productivity improvements and cost savings; providing |
12 | responsibility for implementation; requiring inclusion of |
13 | the cost-saving items in the General Appropriations Act; |
14 | restricting use of the funds from such cost savings; |
15 | requiring certain quarterly reports; requiring certain |
16 | cooperation and assistance; providing an effective date. |

18 | WHEREAS, the state should follow the wishes of the |
19 | taxpayers of the state to improve productivity and cost savings |
20 | in the production and delivery of public goods and services, and |
21 | WHEREAS, there are standard methods and practices that can |
22 | be employed by state government to measure, evaluate, and |
23 | determine productivity and cost savings in the production and |
24 | delivery of public goods and services, NOW, THEREFORE, |

26 | Be It Enacted by the Legislature of the State of Florida: |
27 |

28 | Section 1. Section 216.1675, Florida Statutes, is created |
29 | to read: |
30 | 216.1675 Productivity improvement and accountability.-- |
31 | (1) This section may be cited as the "Government |
32 | Efficiency and Accountability Act." |
33 | (2) The Legislature finds that there is a need to |
34 | establish a productivity improvement and accountability process |
35 | that is fully integrated with the state budgeting process, the |
36 | purpose of which is to provide a vehicle for reviewing and |
37 | implementing ideas that improve productivity and reduce the |
38 | costs of state government services through the state budgeting |
39 | and appropriations processes. |
40 | (3) In order to carry out this section, the Executive |
41 | Office of the Governor is designated as the agency responsible |
42 | for the coordination, development, direction, monitoring, and |
43 | evaluation of the productivity improvement and accountability |
44 | process. |
45 | (4) As a part of the Governor's recommended budget, the |
46 | Governor shall include recommendations that can generate cost |
47 | savings and productivity improvements without reducing state |
48 | government services. These shall include estimated timeframes |
49 | for implementing the recommendations and preliminary estimates |
50 | of the dollar amount of cost savings expected to be realized. |
51 | These ideas may originate from any source or productivity and |
52 | accountability review forum such as the Office of Program Policy |
53 | Analysis and Government Accountability, Florida TaxWatch, the |
54 | Auditor General, the Executive Office of the Governor, |
55 | legislative committees, executive branch agencies, and private |
56 | citizens. The total dollar amount of the annualized estimates of |
57 | these specific cost-saving recommendations shall equal a minimum |
58 | of 1 percent of the estimate of net general revenue for the |
59 | following budget year. |
60 | (5) Recommendations shall be submitted as a bill for |
61 | consideration by the Legislature. The agency responsible for the |
62 | service delivery referenced in each recommendation shall be |
63 | responsible for implementation. The bill shall include an |
64 | estimate of the dollar amounts of the productivity improvements |
65 | and cost savings, as determined by the applicable consensus |
66 | estimating conference. |
67 | (6) The productivity improvement and cost-saving items |
68 | shall be placed in the General Appropriations Act, subject to |
69 | passage of the bill containing the recommendation. |
70 | (7) The funds saved from specifically identified |
71 | productivity improvement and cost-saving recommendations shall |
72 | be placed in reserve and may be used to reduce any budget |
73 | deficit in recurring general revenue or applied toward the |
74 | reduction of state debt. |
75 | (8) State agencies shall report quarterly to the Governor |
76 | in a public hearing on their implementation of the productivity |
77 | enhancements. The Governor shall report quarterly to the |
78 | Legislative Budget Commission in a public hearing on the |
79 | progress achieved in implementing the cost savings and revenue |
80 | enhancements identified pursuant to this section and shall |
81 | identify the amounts put in reserve or applied to reduce state |
82 | debt. |
83 | (9) All state agencies and the judicial branch shall |
84 | extend maximum cooperation and assistance in the furtherance of |
85 | this program. |
86 | Section 2. This act shall take effect upon becoming a law. |
