17 and insert:
18 Section 1. Subsection (4) of section 1006.07, Florida
19 Statutes, is amended to read:
20 1006.07 District school board duties relating to
21 student discipline and school safety.--The district school
22 board shall provide for the proper accounting for all
23 students, for the attendance and control of students at
24 school, and for proper attention to health, safety, and other
25 matters relating to the welfare of students, including:
26 (4) EMERGENCY DRILLS; EMERGENCY PROCEDURES.--
27 (a) Formulate and prescribe policies and procedures
28 for emergency preparation and drill activities drills and for
29 emergency response and management, including incidents or
30 events resulting from violence, technological malfunction or
31 human error, and natural disaster actual emergencies,

1 including, but not limited to, fires, natural disasters, and
2 bomb threats, for all the public schools of the district which
3 comprise grades K-12. District school board policies must
4 shall include commonly used alarm system responses for
5 specific types of emergencies and verification by each school
6 that drills have been provided as required by law and fire
7 protection codes. Each school shall conduct and document at
8 least 10 emergency drills per school year, at least five of
9 which must be emergency egress drills, at least one of which
10 must be an accidental or intentional hazardous material
11 release drill, and at least two of which must be tornado
12 drills. The focus of the two remaining emergency drills shall
13 be at the discretion of each school.
14 (b) The district school board shall establish model
15 emergency management and emergency preparedness procedures for
16 the following life-threatening emergencies:
17 1. Manmade emergencies, including fires, bomb threats,
18 and weapon-use and hostage situations.
19 2. Technological emergencies, including radiological,
20 hazardous materials, or toxic chemical releases spills.
21 3. Weather emergencies, including hurricanes,
22 tornadoes, and severe storms.
23 4. Exposure as a result of a manmade emergency.
24 Section 2. This act shall take effect July 1, 2005.
