11 Senator Wise moved the following amendment:

13 Senate Amendment (with title amendment)
14 On page 8, line 8, through
15 page 9, line 1, delete those lines
16
17 and insert:
18 (10) In any case in which the commission imposes a
19 fine or an assessment of costs and the fine or assessment is
20 not paid within a reasonable time, such reasonable time to be
21 prescribed in commission rule or in the order assessing such
22 fine or assessment, the commission or the Department of Legal
23 Affairs may contract for the collection of, or bring a civil
24 action to recover, the fine or assessment.
25 (11) The commission shall not reinstate the license of
26 an institution, or cause a license to be issued to an
27 institution it has deemed unqualified, until such time as it
28 is satisfied that the institution has complied with all the
29 terms and conditions set forth in the final order.
30 (12) The commission shall issue an emergency order
