11 The Committee on Education Appropriations (Wise) recommended
12 the following amendment:

15 On page 2, line 15, through
16 page 3, line 14, delete those lines
17
18 and insert:
19 (b) Is enrolled as a full-time undergraduate student
20 in a Florida campus-based program at an eligible nonpublic
21 institution of higher education as defined in this section and
22 is seeking an associate's degree or higher;
23 (c) Is making satisfactory academic progress as
24 defined by the nonpublic institution of higher education in
25 which the student is enrolled; and
26 (d) Is enrolled in an undergraduate degree program
27 that leads to employment in one of the top fifteen
28 occupations, in numbers of annual openings, as listed on the
29 Florida Statewide Targeted Occupations List of the Agency for
30 Workforce Innovation, at the time of initial enrollment. The
31 Commission for Independent Education shall develop the

1 criteria and priorities by rule for the list of top 15
2 occupations and eligibility requirements and shall match
3 standard occupational classification titles on the lists of
4 the Agency for Workforce Innovation with Classification of
5 Instructional Programs codes for licensed training programs.
6 (5) DEFINITION.--As used in this section, the term
7 "eligible nonpublic institution of higher education" means an
8 institution:
9 (a) That is licensed by the Commission for Independent
10 Education under chapter 1005, Florida Statutes, is accredited
11 by an accrediting agency that is recognized by the United
12 States Secretary of Education as a reliable authority as to
13 the quality of education or training offered at its accredited
14 institutions, and has established performance requirements for
15 student achievement, which shall include minimum objective
16 quantitative standards, including completion rates and
17 placement rates as determined by its accrediting agency or the
18 Commission for Independent Education; and
