18         Section 1.  Part VI of chapter 1011, Florida Statutes,
19  consisting of section 1011.96, is created to read:
20         1011.96  SUCCEED, Florida - Crucial Professionals
21  Program.--
22         (1)  The SUCCEED, Florida - Crucial Professionals
23  Program is established to award funds to accredited
24  postsecondary educational institutions in the state on a
25  competitive basis to offer programs that meet the critical
26  workforce needs of the state and to maximize the number of
27  diplomas, certificates, and degrees that are awarded to
28  postsecondary education students in fields vital to the
29  citizens of the state.
30         (2)  Beginning with the 2006-2007 fiscal year, funds
31  appropriated by the Legislature to the Department of Education

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 1260 Barcode 463124 1 for the SUCCEED, Florida - Crucial Professionals Program shall 2 be distributed according to the provisions of this section. 3 (3) The department shall develop and issue annually a 4 request for proposals. The department shall establish 5 application procedures, guidelines, accountability measures, 6 and timelines for implementation of the grant program. 7 (4) Proposals for a grant authorized pursuant to this 8 section must: 9 (a) Indicate the number of students to be served, the 10 length of the proposed program, and the projected cost. Funds 11 for a grant provided pursuant to this section must be used to 12 support new students and not to supplant current funding or 13 students. 14 (b) Document the workforce need to be addressed. 15 (c) Demonstrate a pool of qualified applicants. 16 (d) Be submitted by an accredited public or nonpublic 17 postsecondary educational institution in the state that 18 provides postsecondary instruction in a field specified in the 19 priority list established pursuant to subsection (5). For 20 purposes of this section, postsecondary educational 21 institutions include school district career centers that offer 22 postsecondary programs. 23 (e) Indicate the number of postsecondary diplomas, 24 certificates, or degrees that the institution will award using 25 funds received pursuant to this section and the fields in 26 which the diplomas, certificates, or degrees will be awarded. 27 (f) Indicate how the funds received will leverage 28 other grants and scholarships and how the funds will be used 29 to offset student tuition costs. 30 (5) By March 1, 2006, and annually thereafter, the 31 chair of Workforce Florida, Inc., shall advise the Legislature 2 5:46 PM 04/21/05 s1260d-ed05-c8y
Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 1260 Barcode 463124 1 of the state's most pressing workforce needs for postsecondary 2 instruction and the geographic locations of these needs. The 3 Legislature shall annually establish a priority list for funds 4 provided pursuant to this section in the General 5 Appropriations Act. 6 (6) The rankings and decisions of the 7 request-for-proposals process shall be made by the State Board 8 of Education based on the priority list established pursuant 9 to subsection (5). 10 (7) Grant recipients must enter into a contract with 11 the state to produce a specific number of graduates in the 12 designated program within a specific time period. Grant 13 recipients must submit periodic reports to the department 14 documenting compliance with the accountability measures 15 established by the department. 16 (8) Subsequent to the first year of funding for the 17 SUCCEED, Florida - Crucial Professionals Program, priority for 18 awarding grants shall be for renewal grants to programs that 19 are making adequate progress toward their contracted 20 production, including nursing programs and teaching programs 21 at institutions that received funding from the SUCCEED, 22 Florida - Crucial Professionals Program during the 2005-2006 23 fiscal year. Renewal award amounts shall be tied to student 24 retention; the production of degrees, certificates, or 25 diplomas; and the number of graduates placed in the targeted 26 professions in the state. 27 Section 2. Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 1260 Barcode 463124 1 BOARD OF EDUCATION; LICENSING OF AMERICAN SIGN LANGUAGE 2 TEACHERS; PLAN FOR POSTSECONDARY EDUCATION PROVIDERS.-- 3 (c) An ASL teacher must be certified by the Department 4 of Education by July 1, 2009 January 1, 2008, and must obtain 5 current certification through the Florida American Sign 6 Language Teachers' Association (FASLTA) by January 1, 2006. 7 New FASLTA certification may be used by current ASL teachers 8 as an alternative certification track. 9 Section 3. Section 446.609, Florida Statutes, is 10 repealed. 11 Section 4.
