1 A bill to be entitled
2 An act relating to university growth funding;
3 creating s. 1011.96, F.S.; requiring future
4 enrollment growth funds to be appropriated to
5 the Department of Education or to a trust fund
6 to be distributed to public or nonpublic
7 postsecondary educational institutions
8 providing instruction in fields vital to the
9 citizens of the state; providing for a request
10 for proposals and requirements of such
11 proposals; requiring establishment annually of
12 a priority list; providing for creation of a
13 committee and specifying terms and duties
14 thereof; providing an effective date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. Section 1011.96, Florida Statutes, is
19 created to read:
20 1011.96 University growth funding.--
21 (1) To meet the critical workforce needs of Florida
22 and to maximize the number of diplomas, certificates, and
23 degrees that are awarded to postsecondary education students
24 in fields vital to the citizens of the state, beginning with
25 the 2006-2007 fiscal year, all future enrollment growth funds
26 for state universities, community colleges, and postsecondary
27 workforce education programs shall be appropriated by the
28 Legislature to the Department of Education or to an
29 appropriate trust fund administered by the department to be
30 distributed according to the provisions of this section.

1 (2) The department shall develop and issue a request
2 for proposals. In response to the request for proposals:
3 (a) A proposal may be made by an accredited public or
4 nonpublic postsecondary educational institution in the state
5 that provides postsecondary instruction in a field specified
6 in the priority list established pursuant to subsection (3).
7 (b) A proposal must indicate the number of
8 postsecondary diplomas, certificates, or degrees that the
9 institution will award using funds received pursuant to this
10 section and the fields in which the diplomas, certificates, or
11 degrees will be awarded.
12 (c) A proposal must indicate how the funds received
13 will leverage other grants and scholarships and how the funds
14 will be used to offset student tuition costs.
15 (3) By March 1 of each year, the chair of Workforce
16 Florida, Inc., shall advise the Legislature of the state's
17 most pressing workforce needs for postsecondary instruction
18 and the geographic locations of these needs. The Legislature
19 shall annually establish a priority list for funds provided
20 pursuant to this section in the General Appropriations Act.
21 (4) The rankings and decisions of the
22 request-for-proposals process shall be made by a committee
23 based on the priority list established pursuant to subsection
24 (3). The committee shall be composed of nine members appointed
25 by the Governor, none of whom may be elected officials. The
26 members shall serve staggered 4-year terms. In order to
27 achieve staggered terms, of the initial appointments, three
28 members shall serve 2-year terms, three members shall serve
29 3-year terms, and three members shall serve 4-year terms.
30 Section 2. This act shall take effect July 1, 2005.
