18 and insert:
19 Section 1. Subsections (7) and (9) of section
20 288.1162, Florida Statutes, are amended to read:
21 288.1162 Professional sports franchises; spring
22 training franchises; duties.--
23 (7)(a) The Office of Tourism, Trade, and Economic
24 Development shall notify the Department of Revenue of any
25 facility certified as a facility for a new professional sports
26 franchise or a facility for a retained professional sports
27 franchise or as a facility for a retained spring training
28 franchise. The Office of Tourism, Trade, and Economic
29 Development shall certify no more than nine eight facilities
30 as facilities for a new professional sports franchise or as
31 facilities for a retained professional sports franchise and

1 shall certify at least five as facilities for retained spring
2 training franchises, including in such total any facilities
3 certified by the Department of Commerce before July 1, 1996.
4 The office may make no more than one certification for any
5 facility. The office may not certify funding for less than
6 the requested amount to any applicant certified as a facility
7 for a retained spring training franchise.
8 (b) Certification of an applicant under this section
9 for the eighth certification for a facility for a new
10 professional sports franchise or for a facility for a retained
11 professional sports franchise shall be for an applicant for
12 which the franchise that serves as the basis of the
13 certification is a member of the National Basketball
14 Association, has been located within this state since 1987,
15 and has not been previously certified. This paragraph is
16 repealed on July 1, 2010.
