House Joint Resolution
2A joint resolution proposing the creation of Section 19 of
3Article VII of the State Constitution to require that the
4use of public funds in aid of any professional sports
5team, or to pay for a facility used or intended to be used
6by a professional sports team or for a professional
7sporting event, be approved by a vote of the electors of
8the state or by the electors of the affected county,
9school district, municipality, or special district and to
10provide an exception for such payments authorized before a
11specified date.

13Be It Resolved by the Legislature of the State of Florida:
14
15     That the creation of Section 19 of Article VII of the State
16Constitution set forth below is agreed to and shall be submitted
17to the electors of Florida for approval or rejection at the
18general election to be held in November 2006 or at an earlier
19special election specifically authorized by law for that
20purpose:

FINANCE AND TAXATION
23     SECTION 19.  Voter approval required for use of public
24funds in support of professional sports.--No revenue of the
25state or any county, school district, municipality, special
26district, or agency thereof shall ever be taken from the public
27treasury directly or indirectly in aid of any professional
28sports team, or to pay for any facility used or intended to be
29used by any professional sports team or for any professional
30sporting event, unless approved by a vote of the electors of the
31state or by the electors of the affected county, school
32district, municipality, or special district. However, this
33section does not prohibit the payment of funds for such purposes
34if such payment was authorized before February 1, 2005.
35     BE IT FURTHER RESOLVED that the title and substance of the
36amendment proposed herein shall appear on the ballot as follows:

IN SUPPORT OF PROFESSIONAL SPORTS
39     Proposes the creation of Section 19 of Article VII of the
40State Constitution to prohibit the use of public funds to aid,
41directly or indirectly, any professional sports team, or to pay
42for any facility used or intended to be used by any professional
43sports team or for any professional sporting event, unless
44approved by a vote of the electors of the state or by the
45electors of the affected county, school district, municipality,
46or special district, and to exempt any such payment of funds
47which was authorized before February 1, 2005.
