11 The Committee on Education (Wise) recommended the following
12 amendment:

14 Senate Amendment (with title amendment)
15 On page 1, lines 13 through 26, delete those lines
16
17 and insert: message at a secondary school commencement
18 exercise or a secondary school-related noncompulsory student
19 assembly. The resolution must provide:
20 (1) That the use of an inspirational message shall be
21 at the discretion of the students.
22 (2) That an inspirational message, if used, shall be
23 given by a student volunteer.
24 (3) That an inspirational message shall be
25 nonsectarian and nonproselytizing in nature.
26 (4) That school personnel shall not participate in or
27 otherwise influence the exercise of the discretion of the
28 students in the determination of whether to use an
29 inspirational message.
