1 A bill to be entitled
2 An act relating to motor vehicle registration;
3 amending s. 320.02, F.S.; requiring that the
4 registration application form contain a
5 provision permitting a voluntary contribution
6 to be distributed to Southeastern Guide Dogs,
7 Inc.; providing for use of the funds; exempting
8 such funds from the general revenue service
9 charge; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:
12
13 Section 1. Subsections (16), (17), and (18) of section
14 320.02, Florida Statutes, are amended to read:
15 320.02 Registration required; application for
16 registration; forms.--
17 (16)(a) The application form for motor vehicle
18 registration shall include language permitting the voluntary
19 contribution of $1 per applicant, to be quarterly distributed
20 by the department to Prevent Blindness Florida, a
21 not-for-profit organization, to prevent blindness and preserve
22 the sight of the residents of this state. A statement
23 providing an explanation of the purpose of the funds shall be
24 included with the application form. Prior to the department
25 distributing the funds collected pursuant to this paragraph
26 subsection, Prevent Blindness Florida must submit a report to
27 the department that identifies how such funds were used during
28 the preceding year.
29 (b)(17) The application form for motor vehicle
30 registration and renewal of registration must include language
31 permitting a voluntary contribution to the Florida Mothers

1 Against Drunk Driving, Inc., which contribution must be
2 transferred by the department to the Florida Mothers Against
3 Drunk Driving, Inc., on a monthly basis.
4 (c) The application form for motor vehicle
5 registration shall include language permitting the voluntary
6 contribution of $1 per applicant, to be distributed quarterly
7 by the department to Southeastern Guide Dogs, Inc., a
8 corporation not for profit under s. 501(c)(3) of the Internal
9 Revenue Code, to be used by that organization for the purpose
10 of breeding, raising, and training guide dogs for the blind.
11 Such funds may also be used toward the costs of the required
12 in-residence training for the individual receiving a guide
13 dog.

15 (18) For the purpose of applying the service charge provided
16 in s. 215.20, contributions received under this subsection
17 subsections (16) and (17) are not income of a revenue nature.
18 Section 2. This act shall take effect July 1, 2005.
