  1                    Senate Resolution No. ____

  2         A resolution recognizing March 15, 2005, as

  3         Chronic Kidney Disease Awareness Day.

  4  

  5         WHEREAS, more than 20 million Americans, about one in

  6  nine adults, have a form of chronic kidney disease and, of

  7  these, more than eight million have significantly reduced

  8  kidney function that, if left untreated, may progress to a

  9  more severe stage of chronic kidney disease, and

10         WHEREAS, chronic kidney disease and the untreated

11  progression of that disease to stage 5 chronic kidney disease,

12  known as end-stage renal disease, impacts more than 300,000

13  Americans, including approximately 18,000 Floridians, and

14         WHEREAS, individuals over the age of 50 and those who

15  have a family history of kidney disease or have been diagnosed

16  with diabetes or hypertension, which account for 60 percent of

17  the newly diagnosed, are more likely to develop chronic kidney

18  disease, and

19         WHEREAS, among the populations disproportionately

20  impacted are African Americans, who make up 15 percent of the

21  general population of Florida and account for 39.6 percent of

22  Floridians with end-stage renal disease, and Hispanics, who

23  account for 16.8 percent of Floridians with end-stage renal

24  disease, and

25         WHEREAS, an individual may exhibit no symptoms of

26  chronic kidney disease until 75 percent or more of kidney

27  function is lost but this devastating disease can be prevented

28  through early screening and proper education, and

29         WHEREAS, 95 percent of all stage 5 chronic kidney

30  disease patients are Medicare beneficiaries, representing a

31  significant cost to the state, and, according to the United

 1  States Renal Data Service, Florida is one of five states

 2  having the highest percentage of these patients, and

 3         WHEREAS, simple, cost-effective means are available to

 4  identify and diagnose chronic kidney disease and associated

 5  life-threatening complications, and

 6         WHEREAS, evidence-based clinical guidelines have been

 7  developed by scientists and renal experts and published in

 8  peer-reviewed journals, and

 9         WHEREAS, routine testing can determine levels of kidney

10  function and provide information for clinicians about

11  therapeutic interventions that may preserve kidney function,

12  sustain life, and delay progression to stage 5 chronic kidney

13  disease or renal transplantation, or both, NOW, THEREFORE,

14  

15  Be It Resolved by the Senate of the State of Florida:

16  

17         That March 15, 2005, is recognized as "Chronic Kidney

18  Disease Awareness Day" in Florida, and all Floridians are

19  urged to investigate the risks associated with chronic kidney

20  disease, and to seek screenings and information about

21  diabetes, hypertension, and chronic kidney disease, in order

22  to benefit from early detection and treatment.
