15 On page 1, lines 15-26, delete those lines

17 and insert:
18 Section 1. The Department of Environmental Protection
19 shall design a pilot project, for implementation in 2006, to
20 encourage the reuse or recycling of campaign signs. At a
21 minimum, the department shall identify two large counties and
22 two small counties to establish a central depository for used
23 campaign signs and to make such signs available, at no cost to
24 the receiving entity, to schools and other entities that may
25 have a use for them and to companies that can recycle the
26 materials from which the signs are made into new materials or
27 products. As part of this pilot project, the department shall
28 submit details for the program along with a budget request,
29 for use of funds from the Solid Waste Management Trust Fund
30 prior to the start of the 2006 Regular Session.
